This is the beginning of a letter about a lottery/prize draw:
"le document dont la distribution vous est proposée, n'est pas licite en FRANCE, puisqu'il s'agit:
- d'une loterie, ce qui n'est pas discuté;
- payante, puisque selon le bulletin d'adhésion, il est necessaire de régler 195F..."

I can't get what the "discuté" (definitely masculine)is referring to, or quite what it means. The syntax is rather odd, I think. Is it a mistake or is there something I'm missing?

I am not reading this as a typo, but "discuter qqchs" can also have the meaning of bringing it into question, disputing, challenging something, doutbing sthng


The document which someone is suggesting you distribute is not lawful (unlawful) in France as :
- it is a lottery, about which there can be no question/about which there is no dispute
- as according to the subscription/membership form, payment in the sum of 195 F is required

I would have taken it to mean this.
literally "there is no discussion about the fact that this is a lottery".
It is illegal in France to distribute the document in question as it concerns a lottery (no doubt about it) and a paid lottery to boot....
