Yes, this seems to fit with the context. In answer to Nikki's questions, I was under the impression this was an original French because it has come from the Quebec courts, which is why it might seem like a literal translation because Quebec French is much more influenced by English than French from other parts of the world. You should see some of the other parts! They made a French colleague of mine shudder!
