French term or phrase: reclamation amiable
Enforcement Order/Writ of Execution (Tax Debt)
"Si vous avez une **reclamation amiable** à formuler, adressez-vous aux services de la collectivité ou de l’établissement du present acte."
I think this has to be more of a complaint rather than an appeal, as this comes together with "Information" and "Difficulties with Payment", and information on appeals procedure comes further down the page.

Certainly in legal circles we always used to use "amiable" to refer to "out of court claims/settlements"; highly preferably to taking the matter through the legal system.

However, given what you say about the other sections of the document, i feel that simply "claim" would imply that the claimant does not want to involve the courts. For example, if i think the HMRC has overcharged me, I "file a claim" with them, but that does not mean i have issued proceedings, simply that I have gone through their internal procedure to get my money back.
