It is the way the phrase is put that I am finding challenging. Any suggestions regarding the point that is being made would be greatly appreciated.
This is a type of leadership guide for the work environment (so performance is work performance).
They seem to be saying that each time "this thing" happens, it has an effect on each person's (everybody's?) performance, which may presumably be either a negative or a positive effect, but in any event, not neutral.
I don't really see what the problem is, but perhaps I have answered the crux of your question; if not, then at least it is a starting point for further discussion.

I agree with you about the unsatisfactory nature of the source text — however, this is sadly typical of many texts I get to translate FR > EN in this sort of field, where they seem to delight in over-literal translations from what was probably a US original ;-)
Si cette phrase semble difficile à traduire, c'est avant tout parce qu'elle est plutôt maladroite. Qu'est-ce en fait qu'un impact "neutre" ou "pas neutre" ? Ce n'est pas un terme habituel. On dirait plutôt qu'il y a un impact ou non. L'expression "performances de chacun" n'est pas très jolie non plus. On parle plutôt de "performances individuelles". De plus, comme ce sont les performances qui subissent l'action, on pourrait en faire le sujet et utiliser une forme passive : "À chaque fois, les performances individuelles s'en ressentent".
Cela dit, la reformulation dépend avant tout du contexte, donc celle-ci n'est pas forcément la plus adaptée...
