I say "gear wheel", but maybe it is not in fact part of the power transmission system, merely a wheel with little slots in it, like the gizmos inside your computer mouse, in which case I understand it is called an "encoder wheel". The spin knob/mouse ball spins a shaft that has an encoder wheel on the end (a disk with holes along the rim).
