Later on, the text seems to refer to retirement homes. Some dictionaries refer to "community health" and the like, but the text refers exclusively to assisted-care facilities for the the elderly.

I hadn't come across this term yet in English. The fact it is documented on both sides of the pond is great. The document at hand uses it in reference to retirement home or assisted-care facilities, but I assumed that it covers much more in France.
