pontée = shorted out, bypassed, jumpered

The explanation is as you correctly suppose the same as before, it is only a correction for the case where the mains supply itself has a non negligible resistance (leads, transformer impedance etc.), this one should be included in the evaluation of the so called "résistance secteur". If it is too high the abovementionned resistance should be shorted out to get a not to high fianl value.
