Paige's sentence does say "Ruginage des muscles" but, as already stated, the raspatory is used on the bone to remove the attached muscle. You would make a horrible mess if you rasped the actual muscle.

I have glossary entries for "rugine" the instrument: rasp, raspatory and periosteal elevator. It looks as if the bone is rasped to detach the muscles to expose the spinous processes. Try looking at the maitrise orthopedique site.
