The injection of a solution in the vicinity (of the site of the procedure).
Explanation:
In other words, an injury may arise in the course of making the incision required for the procedure, or may arise while injecting a solution (such as a numbing medicine) with a needle in the vicinity of the incision site.

I agree with Golub that "in the vicinity" modifies the phrase "the injection of a solution" rather than just the word "solution."

in proximity

Explanation:
This describes the injection, not the solution.
If an injection of solution is administered too close, one runs the risk of damage to spinal cords, nerves & nerve roots.
Your sentence would look like..
an injection of a solution in proximity.
Hope this helps. Good luck.
