Explanation:
It means the thyroid scan is performed when the patient is not taking thyroid medication.

Just looking if there is a standard way of saying it.

Before a thyroglobulin blood test or a radioactive iodine scan you’ll need to stop taking thyroid hormone replacement tablets. If you are taking thyroxine (T4), you’ll need to stop taking it 4-6 weeks before the scan. Triiodothyronine (T3) tablets will need to be stopped 1-2 weeks before. This is done so that the body will produce enough thyroid-stimulating hormone (TSH) to make the tests as accurate as possible. TSH makes any thyroid cells, or thyroid cancer cells that may be left in your body, produce thyroglobulin and absorb radioactive iodine.

"after withdrawal of (hormone) treatment" should do it

http://www.mythyroid.com/followup.html

Repeat diagnostic scanning for thyroid cancer recurrence has traditionally involved withdrawal of thyroid hormone, rendering patients hypothyroid. Thyroxine may be completely withdrawn for 3-4 weeks, or patients may be switched to T3, which can then be withdrawn for ~ 2 weeks.

Note the two modes are a) en "défreinage" or b) sous TSH recombinante.

Hence the importance of reading refs fully and not just the ghit extracts :-)

I would avoid using "TSH stimulation" which implies an active process involving the administration of recombinant TSH.
