Is this referring to the vertebral artery flow, is there a word missing , or am I merely missing the point?
"dégagées" is also giving me some problems in this context.

The missing word here is "artères".

dégagées - clear view, clearlky visualised - here I believe it means a clear view of the vertebral arteries as far as the V2 segment

Of course what is being measured is blood flow in the vertebral arteries (that's what Doppler is for) - but "vertébrales" is short for "artères vertébrales" and is standard shorthand for this type of report. Similarly CI and CE are artères carotides internes/externes.
