Explanation:
Guesswork.

Since a "barrage" is a roadblock, I can see a sense in a terrorism context, and also for "dams", since a dam is a prime target for terrorists (destroy it and you deprive the entire country of power and/or water, and you can kill hundreds if not thousands of people, depending on location).

It might not even be "dam security" but simply "dam operation", if dams have been put in the hands of the military for some reason.
