It's a chapter heading in an investment memorandum. Basically the idea is that the company (a telecoms start-up) has already made substantial investments into equipment and HR, and will be ready to begin operations in the near future. I need something snappy, but can't seem to come up with it...

Much more often than not, "implementation" is a sound equivalent for "mise en oeuvre," but in this case "commitment" is a better choice. "Infrastructure" is a favorite word in the tech start-up area, and implies, as you explained, that the company has laid the foundations and is ready for the next stage. (It's all pure blather, but it sounds impressive and seems to be what potential investors expect...!)
