I know this is a health and safety committee but can someone give me the exact meaning of the initials?

I go along with the first answer you were given. Is it possible that the original is erroneous, that "Hi" could be the "h" and the "i" from "hygiène" ?
All sorts of websearches gave zilcho for the acronym of your question.
Many acronymns in France are put together a bit like that - and it may well be a plain old typo.

I think the meaning is obvious, but I'm not sure about the English equivalent. In the UK, there is the HSE (Health and Safety Executive); I don't know the U.S. equivalent.
