There's a lot of construction-industry jargon in this sentence (in both languages), but those are the standard terms.
Although insulation materials are often used for soundproofing, they aren't required. Soundproofing can be achieved in other ways, such as through the use of certain types of materials on walls, and/or through various ceiling designs (with recesses or coffers, etc.).
