Upgrade Office?


Explanation:
I don't know the details, but in Tunisia,they are preparing to open up their market to the EU. It will become "une zone de libre-échange". To do so without too much strain on the local companies, upgrades have to be made, especially in IT. The government gives out subsidies to help out with the cost that entails.

Explanation:

It is obvious that Tunisia finds itself at the moment in a position of inferiority compared with other countries on the global market, especially with the european market, which is close to it. Therefore it wants to "upgrade" or at least bring itself up to the standard of other countries to become competitive.

I would of course put the French appellation in parentheses after the English term, or better still, use the French term and put an English explanation in parentheses right after it.

Explanation:
"mise à niveau" suggests that there is some catching up to be done, which would appear to be borne out by what Dauphine has found. I am never the less unhappy with something along the lines of "Office for the Improvement of Standards" although I think it does represent the original.
