French term or phrase: assise culotte
It's the seat of a device to help people with lower limb paralysis walk.

To give an equivalent, if you can imagine those round tables with 4/6 wheels that toddlers can use to learn to walk, the "assise culotte" is that bag-type seat in the middle, with two holes for the legs, and a strong front and back to holds the child in place. Any ideas what that's called?
