just a note: literally, a member meant to "suppléer",

complete a body or substitute for someone absent in a session where absences are critical. Usually appointed beforehand, in anticipation of such a event.

I don't see what's wrong with Yolanda's answer...

Membre suppléant is a 'substitute member' or (sometimes)'alternate member'.

Go to www.granddictionnaire.com and check it there online.

OK, a substitute member doesn't necessarily have to be a 'temporary' substitute member, but the grades Yolanda received for this answer are ludicrous.
Which is why I graded her answer '4'

The '1' and '0' must have been given by the same persons who graded Parrot's answer as these grades (3 & 4) are ludicrous as well... Sorry Parrot, no harm meant, just being fair.

Since the peer evaluation seems to be in disagreement, I just want to give my support to Yolanda's suggestions. Here are a few references (the Canadian government employs some of the best translators):

"Tout Office de commercialisation ou tout organisme mentionné aux paragraphes
(2) ou (3) peut nommer à titre de membre suppléant une personne possédant les
compétences nécessaires pour être membre de cet Office ou organisme, pour
remplacer un membre nommé par lui qui est absent ou incapable de remplir ses
fonctions ou a été nommé président de l'Office; le membre suppléant exerce ses
fonctions jusqu'à l'expiration du mandat du membre qu'il remplace."

Also, from the translation of a Canadian government page:

"Membre suppléant présent: Deborah Grey pour Jack Frazer."

"Acting Member present: Deborah Grey for Jack Frazer. "

And this other one, with its translation:

"Que, lors de l'interrogation des témoins, à toute séance du Sous-comité, cinq minutes soient accordées au premier intervenant
