just a note: literally, a member meant to "suppléer",

Explanation:
complete a body or substitute for someone absent in a session where absences are critical. Usually appointed beforehand, in anticipation of such a event.

substitute or alternate member

Explanation:
I don't see what's wrong with Yolanda's answer...

Membre suppléant is a 'substitute member' or (sometimes)'alternate member'.

Go to www.granddictionnaire.com and check it there online.

OK, a substitute member doesn't necessarily have to be a 'temporary' substitute member, but the grades Yolanda received for this answer are ludicrous.
Which is why I graded her answer '4'

The '1' and '0' must have been given by the same persons who graded Parrot's answer as these grades (3 & 4) are ludicrous as well... Sorry Parrot, no harm meant, just being fair.
(The '1' here comes from me)

Acting member, substitute member, membre temporaire

Explanation:
Since the peer evaluation seems to be in disagreement, I just want to give my support to Yolanda's suggestions. Here are a few references (the Canadian government employs some of the best translators):

Also, from the translation of a Canadian government page:

"Membre suppléant présent: Deborah Grey pour Jack Frazer."

"Acting Member present: Deborah Grey for Jack Frazer. "
http://www.parl.gc.ca/committees352/haff/minutes/haff_issue-...

And this other one, with its translation:

http://www.parl.gc.ca/committees352/sfda/minutes/sfda_issue-...

"That, during questioning of witnesses, at any meeting of this Sub-committee, there be allocated one five-minute period per party
for the first round of questions and five minutes per member for the subsequent rounds; and that time permitting, every member,
or substitute member, be offered the opportunity to question the witness. "

And again:

with its translation on the same page:

any judge or former judge of the Federal Court or of a superior or district court of a province may, on the request of the Chairman of the Board made with the approval of the Governor in Council, act as a temporary member of the Board."
