Le gouvernement veut une mondialisation plus solidaire. A Davos comme à Porto Alegre avec des acteurs et des accents différents, les mêmes thèmes étaient à l'ordre du jour. Des passerelles peuvent être jetées entre des gouvernements d'opinions souvent plus diverses qu'on ne le dit et des ONG elles-mêmes traversées de courants souvent contradictoires.

HELP! I'd be particularly grateful for a translation of the whole of the last sentence!!

You can drop the communication bit without any problems. Your sentence will then read as follow.
More often than not, governments are of different/ varied /etc opinions, nevertheless, bridges can be buit.
