War Commissioner

This would probably be something like a military chief of staff or a 'chief of war' in our days. Since I do not have any more context, I cannot say more than that.
Good luck,
I.H. Havona

commissaire des guerres

This seems to be a typically French assignment and I can't find any equivalent in England or the US, except perhaps the fact that Benjamin Franklin was called also a "commissaire des guerres" in France. I would leave it in French and put "wars commissionner" in parentheses.
