French term or phrase:... conjuguer baisse collective et rédution individuelle du temps de travail
Dès maintenant, il importe de conjuguer baisse collective et réduction individuelle du temps de travail, qui sont profondément complémentaires
Explanation: Suggestion for whole sentence (to play around with according to your context):
The/An overall decrease in hours worked must be seen/considered/achieved/planned in conjunction with reduction of the individual employee\'s working week...
Ir\'s difficult to see what the \"baisse collective\" refers to: in France the 35-hour week is being introduced but it\'s generally presented as a plan to create more jobs for others.
I agree with Golub about \"conjugate\".

overall decline and individual reduction in worktime
Explanation: the sentence is rather vague, I would say.
For conjuger I would suggest "synergy", buzzword for buzzword, if you can fit it in
Create a synergy?
I think that baisse collective does rifer to the work week reduction but baisse to my hear has more the sense of a downward trend than a reduction.
combine large-scale cuts and individual reductions in work time
Explanation: You might also consider "unite efforts for" instead of "combine"
My understanding of the sentence is the following: the writer is saying that the most effective way of proceeding with reductions in the hours worked per week is not to separate large-scale (i.e. corporate, or mass) decisions/solutions from those worked out on an individual basis. The solution is not in seeing these two parts of the solution separately, but having them work in tandem (by the way, the latter expression might work in this sentence as well).
Hope this helps!
