French term or phrase: secretaire generale
This is a job description - no other context I'm afraid, although I think it refers to an office job.

The literal translation of "general secretary" has the connotation of someone in charge of, for example, a club or trade union. What would be the best translation for it to mean a general office secretary?

Secretaire generale usually means secretary general. However, if the position does refer to an office job, "generale" in the french could actually be used as an adjective rather than part of a title and the more correct translation would simply be : office secretary.
