a request for special dispensation

Explanation:
derogation is more a temporary exception, dispensation is an exemption, which is what is sought here, IMO

or

a request for dispensation

special is often added, but it works OK without.

-> Thank you. I think it is slighly more widespread than exemption (in my part of the world), especially after "request"

Ah, the mysteries of ProZ.com - the duplicate reference was unintended, of course.

demande de dérogation
non-conformance request

Explanation:
Another suggestion.
Since we know exactly what the "dérogation" involves - that is, that the finished product does not meet the specifications in some way, i.e. it does not conform to the spec, then this translation might work, in this precise context.

request for deviation approval

Explanation:
See, there was a specification, certainly prepared by the marketing dept. The product doesn't meet this specification. The production dept places a request for deviation aproval in order to have the consentment from the mkt dept to release it anyway. The sentence comes like:
"if the product doesn't meet all specifications, a request for deviation approval is placed to the marketing department"
