French term or phrase: dispositif réglementaire
La réglementation thermique 2000 (RT 2000), suite au décret et à l’arrêté du 29novembre dernier, remet à jour le dispositif réglementaire développé depuis le choc pétrolier de 1974.

Is this just a law? or something else?

Thanks!

regulatory apparatus
Explanation:
Since your context mentions petroleum, I sought out a context involving petroleum.
Congress passed two promising laws in 1996: One takes aim at the disproportionate costs of regulatory compliance borne by small businesses — and hence by their millions of workers and customers. The other requires the Office of Management and Budget to perform and publicly disclose an annual cost-benefit analysis on the regulatory apparatus.

regulatory operation

Explanation:
dispositif = device, system, operation. Here I understand it as a set of measures/laws edicted for a given purpose.

réglementaire = regulatory.

So I would translate
"remet à jour le dispositif réglementaire développé depuis..."
by
"udates/supplements the regulatory operation set up since/after..."

It's a suggestion, I am French native. I mainly wanted to explain the French meaning.

Good Luck

Explanation:
Another alternative, this one used very often in the U.S.

"...updates the regulatory framework established after the 1974 oil crisis..."
