I would have stuck to same idea as the French here, "out in the field", although of course there is nothing wrong with referring to the group more directly.

Quick comment about word order in Yves' answer :

"by concerned people" means that the people waiting are worried

"by the people concerned" means the people who are effected

The "long-overdue" suggested by Stephanie is what it boils down to, although it would hav eto be made clear by whom, otherwise it would read as a personal assessment on the part of the writer.
