French term or phrase: adressage
In developing countries, cities are often made up of informal "neighborhoods" which have no street signs or other means of finding a particular location. "L'adressage est l'operation qui permet de localiser sur le terrain une parcelle ou une habitation, c'est-a-dire de definir son adresse a partir d'uin system de cartes et de panneaux mentionnant la numerotation ou la denomination des rues est des constructions". I'm using "addressing", but would appreciate it if any of you has a better idea.
