I have a feeling it's an official monthly payment (mensualisation?) but it perhaps could be "mensuration" (though I'm not sure that works. Thanks in advance...

Many of those documents then explain how "mensuration" is being used... If you need more info about "mensuration", just run the search

agree  Bourth (X): Very likely. Incidentally, in Sw. they measure the size of buildngs in cubic metres, whereas in most other places it's square metres. See "OMO" and "OTEMO".
