French term or phrase: disposition escalonée
PLEASE DISREGARD LAST VERSION FOR THIS...(I typed the wrong text)

La disposition escalonée des differentes unités ainsi que leur glissement les unes par rapport aux autres, configurent un espace ...offrant des vues sur le paysage environnant.

Hopefully this makes more sense!
Thanks for the help!

Maybe in this context it would make more sense to break down the vertical and horizontal displacement:
The houses are arranged one above the other (or \"stair-stepped\") on the slope (vertically) and staggered (or offset) in relation to one another (horizontally).

The author might be thinking in Spanish:\"

escalonado, da.
(Del part. de escalonar).
1. adj. Semejante en la superficie a una serie de escalones (stair-steps)
