Thanks! That little "en" and the three suspension dots seemed to "create" a little confusion, no? But that was exactly how it was written. The passage came from an article that I edited, and the translator had just left the phrase bracketed with a question mark.

Just a couple of thoughts on this one - NOT my sort of field at all, but...

1 - ...et en créent de nouveaux :

Could this not be a typo for "...et en créent de nouveau" without the "x", thus meaning "once again"?

2 - ... et en créent de nouveaux... : new what? If it were meant to mean "new ones", would it not be expressed "deS nouveaux"?

I oought to get my grammar texts out again, but my brain's in a spin this evening.

LAC: no, the French is perfectly fine... had the "en" not been used, the phrase would have been "créent de nouveaux défauts"!

I'm late for answering, any how. It seems that the problem is about "Créent"
which has been rendered in most of the answers as create. Well, create implies something new i.e which did not exist before. Now this is not the case "nouveaux" refers to "défauts" which already exist. Therefore I would simply use "cause":
...cause/induce/instigate new ones to occur
or
cause/induce/instigate the occurence of new ones
