Explanation: I would think that the word relates to "régir", which means to govern, to manage rather than to registre. Look at the accent grave. Régistique suggests to me something more general than e.g. gestion. It seems to indicate a modelization that would be universally applicable and as such it would have a scientific or grand managerial connotation attached. I didn't find this in dictionaries. It looks like a new management buzz word.
