English translation:..use the technology of solitons, by controlling dispersion
Explanation:
In fiber optics we can have dispersion of photons. Your text talks about a new technology, which uses solitons. The use of solitons allows the transmission of a great number of channels in an optical fiber. The advantage of solitons is that they are very robust against perturbations in the fiber. They go through quite easily, without changing shape.
I believe that "A gestion de dispersion" means that they (the company) are controlling dispersion. Dispersion can affect the transmission of solitons. You cannot easily eliminate dispersion completely, so the way to control it is to introduce nonlinearities, so that the latter balance the dispersion.

The technique used is WDM (wavelength division multiplexing), which means that a different wavelength is assigned to each channel. So, more channels= more wavelengths= many different velocities and high rates.

Solitons for the management of dispersion

Explanation:
A soliton is a theoretical individual pure wave, hence the name soliton. The closest approximation to it in nature is the progressive free running wave on a canal.
The theory of the soliton is well understood. Waves in nature are normally associated with dispersion, that is their bandwidth increases as they travel. Here, I believe, the engineers a using the soliton theory to fine tune the fiber optic channels to individual "very narrow" bandwidths (solitons) so that the overall bandwidth of the fiber optic channel can be increased.

Explanation:
As noted above, solitons are light pulses (as in illumination, not the opposite of "heavy") that maintain their shape over very long distances. (For example, in 1993, scientists at AT&T Bell Labs transmitted error-free solitons at a rate of 10 gigabits (that is, 10 billion bits) per second over a single channel and over a distance of 13,000 kilometers.)

Your sentence: "The products... use dispersion-management [or, better, "dispersion-control"] soliton technology."

And the context, just for drill: "This technology allows a very large number of WDM [Wavelength Division Multiplexing] channels to be transmitted via an optical fiber..."

Hope this helps! -- HC
