The only clue to "URAD" appeared at the following site: rsd.gsfc.nasa.gov/goesb/chesters/ttext/MITRE-GOES_MP93W62/sec3.html, which uses it as the abbreviation for "microradians" (with the "U" standing in, as it often does in engineering, for the Greek letter "mu," which is the customary prefix for "micro-").

Last, both terms appear at the following site: faculty.erau.edu/ericksol/projects/cassini/chapt1.htm
"The imager-spacecraft system's effective resolution is given by the root sum square (RSS) of the values of the point spread functions of the instrument and the spacecraft…." and "...with angular resolution of 60 microradians per pixel..." and "...and the Radio Science Subsystem (RSS)... "

All in all, "Residential Service System" or "Regional Subscription System" would seem the likeliest choice in the context of telecommunications in an emerging country.

Sorry, the only thing I could find was the expansion of RSS. You could try looking at the ITU terminology base, but there is an awful lot to trawl through.
