Again this is from a material safety data sheet in the section covering regulatory information. There is list of 'phrases R'eg R28 Nocif par inhalation and also a list of 'phrases S' covering similar topics.
Explanation: The R probably means that there is an applicable Regulation, the S probably means there is something Similar but not directly applicable. I suggest retaining the letters R and S, and also the word "phrase", even though it doesn't mean exactly the same thing in English. Hope it helps.
