French term or phrase: enduit à base de liants hydrauliques
This is a substance (mortar? plaster?) used to set or lay bricks.

It is the brick equivalent of a "base coat" in the laying of tiles, not the filler that would fill the joints in between the tiles.

English translation:Coating with hydraulic binder base
Explanation:
This may appear a little long-winded, but I think you can simply call it that. After all, you can have coatings which are, e.g. water-based. So this is simply a coating which has a hydraulic binder base. I don't think it's mortar, which is "mortier". Hope this has been of some help.

I'm okay with the "hydraulic binder base" part; the other answer was just as good for that! I should have asked whether "cementitious" was appropriate, and what it means. You actually gave some attention to the word "enduit", and I agree that is is not "mortar", but don't think it's "coating" either, at least not in my context, which the reference provided by the other answerer made clear.
