French term or phrase: bande passante garantie
From a French-language ISP:

Vos avantages: une bande passante garantie, basée sur les standards actuels au niveau professionel, soit un fonctionnement sans faille à 99,8% du temps. My doubts are:
1. bande passante = ?
2. Can I translate "standards actuels au niveau professionel" as "current professional standards"?
3. I've translated "soit un fonctionnement sans faille à 99,8% du temps" as "providing 99.8% fault-free operation". Any better-sounding alternatives?

Thanks in advance!

Explanation:
not enough room for me to add:
"uptime which is 99.8% fault-free"
They are talking about the uptime of their servers here. "Fault-free" sounds odd, it's true, might be better to just say "99.8% uptime".

garanteed bandwidth

Explanation:
Besides the IP service there is the so called MBS (Managed Bandwidth Service - http://www.dante.net/mbs), which allows the member networks to create garanteed bandwidth ATM virtual circuits between nodes in the network. Each NRN (National Research Network) is responsible to connect the project partners to the TEN-155 access nodes.

Selon votre contexte, autres solutions possibles :
secure bandwidth OR secure block cipher
