Explanation:
I've been checking back all day long to see if anyone has answered this. I can't imagine what kind of a "shovel" your text deals with!!! Is it powered somehow?

One of the many meanings of "navette", the only one I can find that actually refers to machinery/equipment besides "shuttle" is "needle"; meaning of "bille" that most closely fits the same general category is "ball" or "globe"; and a "bloc" is a "block" in any kind of equipment.... (Info found in Termium and LGDT).

I did a number of searches on Google, for different combinations of the above, and the best I came up with was the following:

N.B. Thanks Yolanda - I actually found out from the client that it was a spelling mistake and should have read "bloc bielle navette". Anyway I thank you for all the trouble.
