This whole sentence has been giving me a hard time. Any help would be appreciated.

Found the following, which may help put you on the right track. And may I suggest (hint, hint) you put the rest of your questions up in pieces, so folks can answer those parts they do have answers for, and leave the rest for some other terminology whiz. Also, we can get those terms into the ProZ glossary (an on-going, large-scale project that should be of immense use to all of us): only terms that appear on the "answer" line, not those in the "explanation" body, will be searchable in the glossary.

[steel] arch ribs OR frames

Explanation:

FIELD: MINING & CONSTRUCTION
rock reinforcement products

cintre = arch
réticulé = cross-linked /Opus reticulatum, or "netlike work"

YOu might start with the Swellex rock bolting system used in tunneling, mining and for slope stabilization. They provide the solution in difficult ground when used as spiling/face stabilization.

The Swellex product range consists of rockbolts, face plates, wire mesh washers and pneumatic, electric and hydraulic pumps for expanding the Swellex rockbolts.

See, for example :
Sprayed concrete primary linings have been employed in all but the very worst zones of soft ground or fault gouge. In the poorer ground conditions steel arch ribs rather than lattice girders are utilised in conjunction with sprayed concrete to provide early support. Common to all the tunnels are secondary linings of cast in-situ concrete.

Explanation:
These are standard mining engineering terms:
"Les soutènements" are supports;
"boulons Swellex" are Swellex (roof) bolts;
"ancrage réparti" is probably split anchors;
"béton projeté avec treillis" is shotcrete and screening;
"cintres réticulés" are probably perforated arch supports;
"HEB" I don't recognise;
"enfilage en voûte" is probably a variety of supported stoping, e.g., by advancing timbers over roof supports;
"les mauvaises classes de roche" is bad ground/weak ground
