Is the correct term for what has been very accurately described in the context given above.

By 'padding' one end or the other (or both) of the potentiometer, its range can be set to any desired value.

Suppose the supply voltage was 12 V, and the potentiometer was between the 12 V rail and 0 V — its possible adjustment range woul then be from 0 to 12 volts.

However, supposing it is a 10 kΩ potentiometer, and we fit a 10 kΩ padding resistor at each end of it, then the potentiometer voltage range will become 4 to 8 volts.

This sort of technique is commonly used to ensure that the value set by the potentiometer can never go below (or above) a certain value.
