I also found Opera 3.60 somewhat buggy. The help system conked out at
regular intervals, complaining about "illegal" addresses, and the browser
had to have a trailing "/" in URLs, otherwise those were deemed illegal too.

Explanation:
claqué, nase, crevé, kaput, h.s. (hors service) are all familiar terms for being completely worn out, tired. Whilst I know nothing of the field, coudl it not simply mean that the watchdog is broken. It is in inverted commas after all.
