'shelter' is taken to mean greenhouses, permanent frames and heated tunnels but does not include unheated plastic tunnels, cloches or any other portable frame (see the definition for crops 138, 141 and 156 in Table K).
138. Fresh vegetables, melons and strawberries under shelter (basic area): crops grown under shelter during the whole or greater part of the growing season (greenhouses, permanent frames, heated plastic tunnels; in the case of a multi-storey greenhouse, only the basic area is counted). Crops grown in unheated plastic tunnels, under cloches or portable frames are not considered as crops under shelter - including pineapple…
152. Fruit and berry orchards: include also tropical and sub-tropical fruit, including bananas but not permanent crops grown under shelter shown under heading 156…

Crop management planning and differentiation of products in horticultural holdings
Summary: The aim of this study is to build a framework to analyse crop management planning, regarded as the combination of the different cropping systems, in horticultural holdings. A cropping system is a set of fields having the same crops and the same management sequence for each crop.

(Note nikscot) : What is interesting here, is that the English version is phrased in such a way as to avoid the phrase “pratiquant des cultures sous abri”. But don’t worry, leter on in the text, the author (translator) refers to “greenhouses”.

Conclusion : Whilst greenhouses really does sound right to me for your context, Europe would appear to use "crops under shelter" to describe any of the following : greenhouses, permanent frames and heated tunnels

cultures sous abris/cultivation under shelter

Explanation:
cultures sous abris:

The meaning of "cultures sous abris" is related to the cultivation of delicate and vulnerable plants like the flowers, vegetables etc., in order to ensure a biological protection of them. You can consult the following web page: <http://perso.wanadoo.fr/roussillon.educagri/information/bepa...
