I am not sure of the correct English term for this in the context of remote surveillance security system. Examples:

A. PRISE EN COMPTE

La qualité des services de télésurveillance est très etroitment liée à la précision et au professionnalisme avec lesquels sont réalisées les phases préalables à la PRISE EN COMPTE.

Another possibility, which works in all four of the instances in the French text, and is supported in particular by the following phrase:

"...mutual agreement regardong the date and technical conditions for the installation (of the system)..."

I'd recommend adding "of the system" after the three occurrences of "prise en compte" in the text, because in English the word "installation" often sounds awkward if it isn't associated with the equipment or whatever is being installed. A small matter of nuance...

The clue is in the rest of the phrase: "Dès la prise en compte EN TELESURVEILLANCE d'un site...," which I'd translate as "Immediately following the implementation of remote surveillance for a given site..."

This is consistent with the phrasing in the previous paragraph: "...accuracy and professionalism of the execution of the phases preceding the IMPLEMENTATION (of the surveillance)."

a possibility.implementation could work but it seems to me the telesurveillance has to be set up, one has to learn to monitor it or use and then, you transfer the control and responsibility to another party. sort of a prendre en main

Explanation:
A Google search yields many different hits; from the examples I have seen, it does not appear that "implementation" and "prise en compte" are synonymous.

In the example below, for example, it would be along the lines of "integration", possibly "set-up".
