That indicate obviously weighting and scale but It may be a electronic weighting sensor.Depends on context.
below link a sensor mentioned in another context. But electronic components may have larger application fields.

Explanation:
There is not much comment to say. Electric control is generally obtained by some switching device. The traditional French term for that appeared with the TTL logic circuitry in the 70s (bascule = flip-flop but also on-off switch). It stayed, but is not anymore very much used.

You may translate this differently (electronic power switches for example) but I am almost 100% sure that what I say complies with your text.
