Looking for the most satisfying English rendering in the context...I am not too happy with "development" or any other word I can muster up in my sleep-deprived mind!

Isn't there a fair bit of redundancy in the original with the use of "déroulement", "successives" and "suivantes"? If not then you'd have to say "In order to ensure that the sequence of following successive phases takes place." Ouch!
