looking for a word a little less awkward and more meaningful than just "condition"...maybe recasting as "the assembly promotes conditions that favor the development of the stages..."???

Thanks, that helped me arrive at: "the assembly is especially designed to provide conditions for the progression of the previously cited stages..."

It is still interesting to me that "conditionner" per se is not a word that is used often in the literature.
