Explanation:
I've worked in industrial water purification for several years, but I've never run into the word filtre à neutralité. What I think it could be is some kind of neutralizing media for water which could be acid or caustic. A common application for this would be for drinking water coming out of reverse osmosis desalination, which is often slightly acidic due to CO2 from acid injection. As this would damage municipal piping systems from carbon steel and make the water look rusty from the corroded piping (it doesn't hurt if you drink it, there's much less carbon dioxide than the bubbles in mineral water) the water is run through a neutralizin media, usually marble/limestone gravel. This kind of filter is referred to as marble filter in english, so if the context refers to the described application, marble filter is the term to use, else, neutralizer or neutralizing media filter would be better. Filtre a diatomée is diatomaceous earth filter, no doubt about that. I've run into them only in connection with wine filtration, in water purification they are not very common any more because diatomaceous earth is expensive, and the filter sludge expensive to get rid of.
