Locked up stage

Explanation:
On second thought clef sur porte may be right if it describes the type of project where a house is built to the "locked up stage" This means that the house is not fully completed.
It is left where all the walls and roof are in place, but the finishings such as carpeting, painting and trimmings may be left to the purchaser of the house.

Is this the case?
This is a very popular way of buying a house "Down Under"
