The terms appear in a proposal from a French electric power distributor to an eastern European distributor that wants to expand its live working skills to include the medium voltage domain.

The terms appear in the following passages:

La pratique des Travaux Sous Tension (TST) sur le réseau moyenne tension nécessite la mise en place de règles temporaires d'exploitation particulières qui assurent une bonne coordination entre les différents acteurs et la sécurité des opérateurs. Les acteurs des cellules d'exploitations, contrôle de commande, conduite et sécurité font partie du processus TST.

Nous proposons d'enseigner aux différentes personnes concernées les règles relatives au contrôle commande (protection et automate, voire télécommande) à fin d'éviter les ré-enclenchements, en cas de mise hors tension de la partie de réseau sur laquelle les opérateurs, TST travaillent.

For cellules d'exploitations, how about "operating units"?

For the "contrôle de commande" part, I've thought of "command control units," but I'm not convinced by this solution.

For "[cellules de] conduite et sécurité," I propose "supervision and safety units."

"cellule" is used quite loosely. In this case it seems to refer to a group of people. In the case of hardware, e.g. switchgear, it would be a bay.
As to "controle de commande" the usual French term is "controle-commande" = instrumentation and control, namely measurement, detection and automatic control systems.
You were right to make the distinction between "exploitation" and "conduite".
The latter is the actual hands-on action, which translates as "control".
"Exploitation" is a higher level concept, such as the operation of a grid or generating facility.
