In which case it's probably about the weight of the transmision chain (very often such a chain is a double, or triple chain (hence the plural, I guess)which mechanically plays an important role : inertia, vibrations, noise. Another possibility would be an accessory mass that is used to damp chain oscilations ; such a mass is part of the belt tensionning system and contributes to noise and vibration prevention as well and lenghten the chain life. These are the 2 possibilities that I see.
