ICPE stands for "INSTALLATIONS CLASSEES POUR L'ENVIRONNEMENT".

Since Napoleon's time "Les installations qui présentent des dangers ou des nuisances pour l'environnement sont soumises...au contrôle de l'Administration. (see ref.)
